Advisory Council

The Pine Forest High School Advisory Council was established to meet the following State mandates:

1. Perform the duties mandated for school advisoru councils in the statues of the State of Florida.

2. Provide members of the Pine Forest school family (parents, students, teachers, and educational support employees) and the community the opportunity to give input to the school improvement process.

3. To act as a forum for discussion on issues important to the school.

ARTICLE I - GENERAL

SECTION 1: NAME

The name of this organization shall be the Pine Forest High School School Advisory
Council.

SECTION 2: PURPOSE

The Pine Forest High School Advisory Council is established to:

a. Perform the duties mandated for school advisory councils in the statutes of the
State of Florida;

b. Provide members of the Pine Forest school family (parents, students, teachers,
and educational support employees) and the community the opportunity to give input to the school improvement process;

c. To act as a forum for discussion on issues important to the school.

SECTION 3: LIMITATION OF METHODS

The Advisory Council shall operate as an unincorporated association of committee
members and shall not align itself with any political party, organization, or person.

SECTION 4: DUTIES

The Advisory Council shall perform the following duties:

a. Assist in the preparation of, and approve, the annual School Improvement Plan
required by Section 230.23 (16), Florida Statutes;

b. Provide input to the Principal of Pine Forest High School in preparing the school’s
annual budget and plan as required by Section 223.555 (1), Florida Statutes;

c. Perform those functions prescribed by the Escambia County School Board either
in their publication, School Improvement and Educational Accountability Guidelines or in directives from the Board.

d. Advise the teachers and educational support employees on issues considered
important to the welfare of the school;

e. Act as a representative cross-section of the school community in evaluating new
programs proposed for the school.

f. The council shall maintain a working relationship with other school organizations
and encourage input from those groups.

 

ARTICLE II - MEMBERSHIP

SECTION 1: ELIGIBILITY

The Pine Forest High School Advisory Council shall be comprised of the principal, students, parents, teachers, educational support employees, and interested members of the community. All interested persons are eligible for consideration for membership to the advisory council.

SECTION 2: COUNCIL SIZE AND COMPOSITION

The intent of the Pine Forest High School is that all interested persons shall be allowed to serve on the

Advisory Council with the following restrictions:

a. A majority (greater than 50%) of the members of the council must be parents;

b. Students, teachers, and educational support employees must comprise less than
half of the council;

c. The School Advisory Council must be representative of the ethnic, racial, and
economic make-up of the community served by the school

d. The Advisory Council will have a minimum of 10 members;

e. The principal shall be a permanent member, but may not serve as the Chairperson;

f. A minimum of two students and two teachers will be Advisory Council members.

SECTION 3: NOMINATION AND ELECTION

a. The Chairperson shall appoint a nomination committee composed of Advisory
Council members to oversee the election process. The Chairperson shall serve as
one of the members of the nominating committee. In August, the School Advisory
Council shall solicit new members through a notice to students, parents, teachers,
educational support employees, and community members.

b. The School Advisory Council shall prepare a list of nominees to be voted upon by
each group: students, parents, teachers, and educational support employees.
The Chairperson and the Principal will determine the number of members elected
from each group, subject to the restrictions of Section 2. The names of newly
elected members will be forwarded to the School Board in October for approval.

c. Once elected, members in good standing can not serve more than three
consecutive terms. Student members shall be elected annually and shall serve for
a term of one year. The School Advisory Council will elect community members
annually.

SECTION 4: TERMINATION

a. Any member may resign from the Advisory Council upon written notice to the
Chairperson.

b. A member may be terminated by two-thirds vote of the Advisory Council. Grounds
for termination include conduct unbecoming a member, actions prejudicial to the
school or council, or lack of attendance when the member is not present at two
consecutive regular meetings.

SECTION 5: VOTING

a. Each elected member of the council shall be entitled to one vote.

b. Votes can not be transferred or pre-assigned and proxies are not permitted.

SECTION 6: VACANCIES

Vacancies caused by termination shall be filled by appointment by the Chairperson from the same peer group as the vacancy. The appointee shall serve for the remainder of the term.

ARTICLE III - MEETINGS

All meetings of the Pine Forest High School Advisory Council shall be open to the public. Notice of the meeting(s) to the school community shall be given at least five school days prior to the meeting(s). Members of the school community who have not been elected to the School Advisory Council will be encouraged to attend and participate in the meeting. All elected Advisory Council members will be notified in advance of each meeting. Each meeting will have an agenda, minutes will be taken, and a sign-in sheet of those present will be kept.

SECTION 1: REGULAR MEETINGS

The Advisory Council shall meet a minimum of four times per year. A School Advisory
Council meeting called by the Principal shall be held during the first forty-five days
of the new school year. Once the School Board approves the School Advisory
Council membership in October, a meeting schedule will be determined. The
Advisory Council, at a regular meeting, can make changes to the meeting schedule
as long as notice is given to all Advisory Council members not present and to the
school community.

SECTION 2: SPECIAL MEETINGS

Special meetings of the School Advisory Council may be called by:

- A minimum of three members; or

- The Chairperson; or

- The Principal.

SECTION 3: QUORUM

At any regular or duly called special meeting, a quorum shall consist of at least 51% of
the members.

 

ARTICLE IV - OFFICERS

SECTION 1: OFFICERS

The Advisory Council will have a Chairperson, Vice-Chairperson, and a Secretary.

SECTION 2: SECTION AND ELECTION

Officers shall serve for a term of one year. Any officer may be reelected to the same
office as long as he/she is a member in good standing of the Advisory Council.
Officers shall be nominated and elected by the School Advisory Council at the first
regular meeting, after School Board approval of the School Advisory Council
members in October of each year.

SECTION 3: OFFICER DUTIES

a. The Chairperson: the Chairperson shall preside at all meetings of the School
Advisory Council, appoint persons to fill vacancies, appoint special committees as
needed for the running of the Advisory Council, shall sign documents on behalf of
the Advisory Council, and see that all orders and resolutions of the Advisory
Council are implemented.

b. The Vice-Chairperson: The Vice-Chairperson shall perform the duties of the
Chairperson in his/her absence or disability.

c. The Secretary: The Secretary shall keep all records and minutes of the Advisory
Council and see that they are distributed to all council members.

SECTION 4: SCHOOL IMPROVEMENT LIAISON

The Advisory Council shall appoint one member, not a teacher or student, to serve as a member of the School Improvement Team. This liaison will have the authority
to speak on behalf of the Advisory Council at School Improvement functions. The
authority to approve the School Improvement Plan rests with the entire School
Advisory Council.

SECTION 5: COMMITTEES FOR THE ADVISORY COUNCIL

The Chairperson, with Advisory Council approval, may appoint members to
committees to perform special functions. The committees will automatically
dissolve at the end of the Advisory Council term or when their task is completed,
whichever comes first.

ARTICLE V - MISCELLANEOUS

SECTION 1: PARLIAMENTARY PROCEDURE

The current edition of Robert’s Rule of Order shall be the final
source of authority in all questions of parliamentary procedure.

SECTION 2: REVISIONS

These bylaws may be adopted, amended, or revised by a two-third vote of the members present at a regular meeting providing the notice of the meeting contains the test of the proposed revision. Proposed revisions should be submitted in writing to the Chairperson at least 15 days prior to the next scheduled regular meeting.
